1. Ali Humayan

Motahar and Rachel think that another Physiological report is necessary and will try and arrange a fresh assessment from a different Physiciatrist than Louise Newman who did the last two assessment.

Ali needs to make a Police report Motahar says. Rachel away soon for a month, so Alan B will take over the issuing of phone cards at $30 per week for Ali. Rachel to arrange funds.

1. Stuart Baanstra/Census discrimination

Stuart refused to complete his 2006 census on the basis it discriminates against same-sex marriage. ABS are taking him to court for not signing the census.. His case will be heard on the 27th 9:30am Downing Centre Magistrates Court.

2. Ali/refugees

In January will be the 3rd anniversary of Ali in Villawood detention centre. Ali's case will be heard for a date at a high court hearing on the 20th November at the High Court. This is a preliminary hearing for refugee status. If it's unsuccessful it will go back to be reheard at the Refugee Review Tribunal with a final hearing to be set for next year.

There have also been instances of stabbings which GSL have not addressed and not charged anyone with. In the lead up to the elections the Howard government does not seem to be placing any new refugees in Villawood but is still deporting them.

3. Election

The Victorian Gay & Lesbian Rights Lobby (VGLRL) have put out a report indicator of which political parties support which Same Sex rights.

  • Meet the Candidates in Bennelong
    We are trying to organise a 'meet the candidates' evening for the seat of Bennelong, focussing naturally on LGBT issues. If anyone is interested in helping or has ideas, please let Simon or myself know. We don't know when the election is going to be, and we don't want to miss the boat. The date and venue are yet to be finalised but we are looking at the second week in October. We'll keep you posted.

    1. Constitutional Challenge

    Simon M - wanted to marry Alex D but he is not sure that he is enthusiastic as he is to get married.
    Simon M - the constution challenge will be along three lines: -
  • Defimition - The marriage ban definition does not exclude marriage and if it does is beyond Commonwealth power.
  • Equality before the Law - The marriage ban removes the equal application of the law between stright and gay couples.
  • Religious Freedom - The marriage ban restriction queer firendly religions in conducting legitimate religious observance. Simon M - The is must need research to be done on the relgious argument.
  • Religious text references to homosexuality.
  • How queer firendly relgious sector come to term with these references.
  • Some research on any support for Same Sex marriage in the relgion.
    Nafizrm R - Will be gather information and research on the Muslim relgion to see reference to homosexuality and same sex marriage.
    Darren W - Will be doing some research on the position of gays in the military.

    2. Same Sex Marriage NDA

    The Same Sex Marriage National Day of Action will be held on 12th August 2007. Previously it has been a rally starting with speakers at 1:00pm and continuing onto Hyde Park with further speakers.

A copy of the application will be sent to the Marrickville list soon. The office space will have space for meeting, activism and social events.

    1. Refugees

    The action on May 17th for the International Day Against Homophobia went really well. The issue of queer refugees is getting some good media coverage. We will keep visiting Villawood detention centre. Rachel to find out if anything is happening for World Refugee Day (June)

    2. Treasurer position/ finances

    CAAH Sydney does not have its own bank account. All of the money CAAH Sydney has raised is in the CAAH central bank account (originally the CAAH Sydney bank account). Simon Margan and Simon Biber are the signatories on that account. Simon B is in Adelaide. Simon M has not attended CAAH Sydney meetings for several months. The central committee of CAAH is not functioning. This means that CAAH Sydney is in the situation that it cannot access its own money, in the lead up to the national day of action for same sex marriage.

    Simon Margan to be removed as treasurer, in accordance with the constitution. He has been absent from over three consecutive CAAH meetings.

    1. Reasons for Joining

    Simon M, Mal M and Ian W - Briefly described the objectives of the CAAH and Rebellion organizations. Both groups are a mixture of queer rights activism and social events each tends to focus on a different aspect (CAAH on the activism side and rebellion on the social side).
    All Attendees - Discussed the various reasons for coming to CAAH Rebellion including combinations: -
    1) Those active in others Queer social or queer groups i.e. AME, CAAH, MCC and GLRL etc.
    2) No experience but wanting a group that handled the social as well as the serious side.
    3) Those interested in queer legal advocacy and/or interenational queer right issues discussion.
    There was general discussion on current international queer rights issues.

    2. Granny Smith Festival

    Malcolm M - CAAH Northside is organizing a rainbow float and stall for the Granny Smith Festival which is a local festival with stalls and a parade. A simple float with people carrying PFLAG rainbow umbrellas is proposed. PFLAG has been approached and has indicated interest. A report back will be given as to the progress made.
    Simon M - Will investigate the cost of hiring or buying a stall when the permitted dimensions are known.

    3. Convenors

    Simon M - We need contact people for this branch of CAAH/Rebellion.

    4. Next social event

    Simon M - We need an event in between meetings. Perhaps an event like making a trip to Macquarie for some ice skating and a movie. Simon M - Work has been done on a constitutional challenge to the same sex marriage ban.
    Simon M - A propsal to ammend the law in NSW to remove the Gay Panic Defence theory has been proposed to the LGBTI greens committee.

    6. Promotion

    Simon M and Mal M - will prepare a press release for the queer press and for local newspapers. Nafizrm - Offered to make a CAAH Northside web site but needs information sent to him about the group to start work.
    Simon B - There is plenty of room on the CAAH web server and he will happily set up a section for CAAH/Rebellion northside. Simon B needs reimbursement for the running of the CAAH web site and will bring the issue up at the CAAH Committee meeting.
    Simon M - Will send an email to the GLAMER student queer group email list at Macquarie University encouraging them to get involved in CAAH/Rebellion Northside.

    7. Next Meeting

    Ian W - Next meeting could be held at Eastwood Hotel (corner of Rowe St and East Parade). The East Hotel is a pink building and cannot be missed.
    Simon M - Perhaps a future meeting can be held at his house. We have set up the web cam there so Simon B can take part again, like at this meeting.

    1. ALP National Conference

    The National conference of the Labor Party will be held on the weekend from the 27th until the 30th of April. Farida to find out where and when, and send out details to the CAAH e-mail list so we can stage an action outside. Alan and Farida to meet at Central station on the 27th to send out the press release. We don’t need a new banner. We can bring a ready made one.

    2. Same Sex Marriage National Day of Action

    On the last national queer phone hookup we talked about putting together a mock-up national poster for the national day of action on the 11th of August. Simon M is good at laying out posters. We can approach him to design one.
    It would be good to start approaching organizations for endorsement. We need a sign-on statement. We can approach Rachel to write one.
    Allan to approach The Big Issue about including flyers for the national day of action in their magazine.

    3. Odds and Ends

    Matt and Farida to meet at 10am Monday at the Zandria Café to write a letter to council about their market proposal (fundraiser for CAAH).
    We need to organise regular contacting for CAAH events. Farida to divide up the contact list between us to make sure that it gets done.
    It would be good to start organizing for the Mardi Gras a bit earlier this coming year. We can start a float committee after APEC (September 8th), and it wouldn’t hurt to send out a callout to the e-mail list now for expressions of interest.

    4. APEC Poster

    Different activist collectives are putting together their own posters for the APEC convergence. CAAH to have a working bee to design one. Date yet to be decided.

    1. Work Choices Rally Queer Bloc, 22nd April

    Shelly D - Queer bloc was a success at the last work choices rally, being organised by Karlee and Annalise, we need to:.

    2. Refugee Work

    MH: had just come from Villawood, 50 detainees were on hungerstrike, detainees had recently stopped the deportation of a Falun Gong member (their IDs seem to have been given to the Chinese authorities in contravention of the UN convention) but has been put in Stage 1 and badly injured, other deportations of Chinese detainees seem to have occurred.
    RAC meeting Monday 2/4/07 6.30 @ Teachers Club, Mary St, a lot of drama likely ahead, dramatic changes with the new minister.
    Shelly D - Last visit was to Alan Hu, permanent resident whose visa was cancelled.
    Motahar H - We need to be careful to ensure the truth of the stories of those we support.
    Shelly D - Actions

    Allan B - Amnesty gay group keen to help any detainees that identify as gay.

    Shelly D - International Human Rights Commission to be involved, Norrie next going a week on Saturday (7/4/07,) Queerbloc at Easter Villawood action?.
    Motahar H - May be at Kirribilli not Villawood, under discussion within RAC.

    1. CAAH's kick up the ass

    After reading CAAH's meeting minutes over the last few months, Allan P brought up a concern shared by a number of other members. The concern that was raised was that CAAH has gone a little "off the track" and needs a bit of a "kick up the ass".
    Both Simon and Nafizir agreed that CAAH should use its limited resources to focus on its main issues and areas of strength. It needs to do this to be relevant to its original aims rather that trying to spread its already strained resources over too wide an area such as issues that are not directly related to queers.
    Allan and Matt thought that one of these non-relevant areas was refugee cases and that we should focus less on them as it was difficult to discern if queer refugees were truly legitimate.
    Simon understood their point of view and agreed that we should focus on relevant issues, but the legitimacy of refuges was fully investigated. Refugee rights were still a responsibility for CAAH as no other organisation truly focused on them.

    We should focus on global homophobia and emphasise the connection between CAAH and queer asylum seekers as opposed to the generic core issue of asylum seekers.

    2. Office space acquisition update/ Trial CAAH meeting venue change

    Simon is currently negotiating with Tony Hickey in helping to secure a permanent office space for CAAH. Allan proposed that the meeting venue be moved from the UTS queer-space due to a lack of air-conditioning and lack of space. Simon believes that holding meetings in private homes would not create a neutral area for discussion but is willing to give alternative places a trial.

    Due to a lack of air conditioning and congestion, next week's meeting will be held at the Zandria Café, 23 Buckland Street Alexandria. This will be on a trial basis.

    3. Rebellion/ Alexandria Park fundraiser

    Matt proposed that CAAH consider Newtown Neighbourhood Centre as a venue for a fundraising night involving showing a movie and having a costume party. Simon was not sure of having a costume party but thought that the idea of a Queer Movie such as "Beautiful Thing" was a good idea.
    Simon is also going to talk to Alex from Rebellion about holding a fundraiser at Marrickville Golf Club.
    Matt has also proposed holding a fundraiser at Alexandria Park once a month.

    Matt would like someone to help him write a letter to council to get approval for a monthly park fundraiser involving music, food, etc.

    4. Combined CAAH committee meeting

    In consultation with Simon Biber in Adelaide, a combined committee meeting is proposed to occur once a month. Tools that are currently being researched to facilitate this include msn messenger for recording meeting minutes and video conferencing.

    Shelly D - Motion passed last week to organise queer bloc, media release sent Monday & SSO contacted to say they would cover it; proposal from UWS collective for green T-shirt/dress theme to tie in with St. Patrick's Day (driving Bush out like a snake?) Fliers and contacting needs to be done, no input from QSN/NUS Queer.
    Allan P - unsure about green as it is a prison uniform colour.

    2. Mardi Gras

    Matthew H - when truck pulled into marshalling area needed a lot of work to set up which he and Motahar took control of in order to get it done, pulled it off in the end, have a base design for next year which is simple and effective.
    Sayuri I - we need an ABN then members' involvement can count towards Newstart.
    Allan P - complaints about repetitive chants and same voices on the mic; committee of CAAH volunteers to work on float for next year starting from now so finished well in advance, Shirley would be interested, do our own float without another group- was hijacked last year.
    Shelly D - not enough collective effort & individuals taking on too much by themselves, also in favour of planning in advance, location for working bee needs to be more central, broadens CAAH to link with other groups & means bigger, with bigger budget; Alan's picture in SX, good contact with people along the route, got message across, positive feedback also.
    Sayuri I - wanted clarification of types of complaint.
    Allan P - chanting consistent without a break.
    Shelly D - did take on board suggestions for other chants but others refused the mic when offered.
    Motahar H - CAAH lacks manpower, chanting wasn't well organised- got words at last minute, focus on increasing membership, continue to make alliances with other orgs, good to get input from those with more experience in making floats etc.
    Allan P - more about imagination than experience, most important to start in plenty of time.
    Simon M - only 1 or 2 working on the float last couple of years, have multiple working bees in different areas- not getting done a problem every year, we've had an MG officer in the past. look into an ABN when we have an office? wasted money needs to be looked at- make expenses planned not reactive.
    Shelly D - has background in theatre and stage, could have used plywood/cardboard for the blocks, needs everyone to do their bit to come together.
    Simon M - sound equipment was being placed on boxes so light materials not always the answer.

    That CAAH assign specific groups of people to research and work on specific areas of the float and backup to ensure work gets done.

    3. Fairday

    Allan P - have given SM the costings, biggest problem was location obscured by other stalls.
    Sayuri I - the group should decide how much we buy in advance for fundraising events.
    Simon M - split expenses 70/30 if splitting profits 70/30, some people thought black banners weren't the $100, they were painted not vinyl & didn't fit the stall, needs to be discussed in committee.
    Shelly D - there were 2 motions for banners- $250 for banners and then the $100 ones, we can't renege on agreements made; the 30% of what was taken should be split between CAAH/UWS, she needs this reimbursed for UWS.
    Sayuri I - expenses should have been split with UWS also.
    Allan P - usually they agree a straight 20% of the top as usually no expenses but site fee makes Fair Day different.
    Shelly D - will report back that budget still needs to be put together, will be accountable for expenses at SCR on Tuesday.
    Simon M - different interpretations of motions, no 'profit' as money made on Fair Day went into Float.
    Shelly D - expenses were clearly to have been split for MG, committee meeting ASAP.

    That a committee meeting be called, preferably arrange for the next two weeks that the date be decided based on a time that the majority of conveners and rebellion can make the video link up and based on how fast it can be technically set up.

    Motahar H - are we prepared to really commit to refugee issues, needs to be ongoing not just individual stories.
    Allan P - refugee officer still outstanding but shows our intent, Lesbian & Gay Solidarity Group can spread info.
    Simon M - keen for us to do more in this area, Blue Mountains prioritised key areas for year, keen to make it one of our priorities.
    Shelly D - HIV+ refugees fit into out AIDScare not Warfare campaign.
    Sayuri I - Chris is v. interested in refugee issues.
    Motahar H - we should use 'asylum seeker' not 'refugee'- government semantics to deny many detainees are 'refugees'.

    1. James Hardie action

    Shelly D - James Hardie threatened to sack workers at Rose Hill with AWAs (Australian Work Choice Agreements). Upcoming 24 hour strike. Proposal for CAAH to have a Queer block in support for the workers under attack. 11am 8th of March 2007. Main reason for having Queer bloc is because CAAH had one for Work Choices Laws Protest. The Australian has reported on it heavily; the protest will be held on 18-22 Pitt St. at Headquarters with another event, a BBQ on Friday at the actual workplace: 10 colloquial St.
    Simon M - Questions Shelly D on whether this event relates to CAAH as a Queer rights activist lobby.
    Shelly D - Responds by noting that there are indigenous and queer workers, and that CAAH should play a key role to represent these peoples as it had done in the Work Choice protest. CAAH should also compose an accompanying Media Statement.
    Matthew C - The media statement would be best produced by the persona whom actually attends this protest.

    MOTION 1
    CAAH will support James Hardie workers in particular Queers against signing on AWAs. We empower Shelly to compose a Media statement showing solidarities and specifically demonstrating why this is an issue that affects queer identifying peoples.

    2. Refugee update

    Motahar H - Victory in detention centres with mobile phones allowed as long as no recording devices are attached, but refugees are lobbying for its allowance. In Motahar's case - immigration office have approved his enrolment at university and hopes to commence studying in the second semester of 2007. Also recently there have been many deportations at Villawood and CAAH has decided to visit on Saturday 1pm.
    Motahar H - Suggests that we make an alliance with RAC (Refugees Action Coalition) to further CAAH's refugee endeavours. RAC meetings are held on the 1st Monday of every month at 6pm Merry St. As both activist groups have the purpose of giving refugees a freer life.
    Nafizur P - Also agrees that we should go along with RAC.
    Simon M - CAAH can specifically help asylum seekers who are queer; asylum for their sexuality. CAAH can help in their legal cases.

    CAAH members will go visit Villawood Detention Centre on Saturday 10/03/07, meeting place 12.45pm at Central Station near Hungry Jacks upstairs.

    3. Mardi Gras Report back

    How it went generally
    Matthew C - Was in the general audience's crowd and from what he could see the CAAH float was subdued and the only attraction was the truck with the heart globes. The rest was people marching in black. Feels that the float got overshadowed by the glamorous Kylie float.
    Simon M - The logistics and sequencing was due to CAAH's ask for which float it wanted to be next to. This year we choose to be near the Greens and they unfortunately were one of the last floats in the parade. Next year ask to be next to a float that always goes around the beginning of the parade.
    Motahar H - Believes that CAAH float was not entirely glamorous and about fun, but used its presence for legal and political issues which allowed CAAH to return to the initial Mardi Gras' purpose.
    Shelly D - Agrees that we were disadvantaged because we are at the near end, but feels that it all worked very well at the end with the political messages, chants and float's design. CAAH's line: "Equal love, equal marriage and equal rights" as well as refugee issues allowed it to play a key role in emphasising the political nature of the parade; also with Socialist Alliance close by to support similar politics.
    Sayuri I - Reminds CAAH members that it was quite disastrous because the leader of the chanting started to move away from the main line of our gay issues and themes for the year, and began chanting irrelevant phrases and malarkey that did not adhere to CAAH's specifically laid out politics. Feels that a lot of the marchers started moving away from the spirit of things and weren't too happy that one person was holding the chanting line.
    Simon M - Suggests that in the future CAAH should have a roaming mic allowing people the say something and accompanying music to loosen the mood. Some people had made comments to co-convenor Allen about the disparate chanting.
    Matthew C - Agrees and sees music as an effective way to get the crowd going and attention.
    Motahar H - Chanting is a difficult job and requires a lot of rehearsal and needs to be clearly written and well informed - that a roaming mic may be too intimidating for some people.
    Sayuri I - Suggests that if we want to put a political message in chanting we should use or parody popular songs. Make it funny instead of boring straight chanting, and add in karaoke and choreography.
    Shelly D - UWS just all came along and were angry that all of the working bees were at Epping as it's too far for those living in the west. Lack of participation by students, and if in the future we place working bees in a more centralised location it would allow for more collaboration.
    Simon M - Not all working bees were in Epping; many UWS students came at the last minute due to the timing of their enrolments. Suggests that next year working bees should be place in various locations. Believes that the one day in which there was a working bee at UWS didn't even work. Next year there should be less centralised working bees and more distributed work. Most people on the float were from CAAH and not UWS students. All in all there should be more planning.
    Motahar H - Sees a problem being a lack of skills in the CAAH groups. Not many have stage and theatre experience. Every word in chanting should be defined and practiced to the point of synchronisation. Props also should be very light, maybe hiring actual artists.
    Shelly D - Has worked in stage and promised to work for Mardi Gras preparation next year; such as better material for props and a script for the theatrics.
    Simon M - Enrolment days decide on who can later come onto the float; the concrete of the heart was used for safety as it is hard to keep the heart globe stationary in other ways. There was a CAAH accident with the safety chains being removed off the heart. Also for more participation CAAH members should in the future be sending out more messages about planning the Mardi Gras and telling people to come abroad and join our CAAH float in the future. The case that no work gets done because not many people come along. In the end the black shirt did cost more but were much more effective. Also everyone remembered Allen in his priest outfit and zooming around in his vehicle.
    Sayuri I - Participant were rousing concern and complaints about the chanting. Sayuri is worried that potential CAAH members were turned off.
    Motahar H - Mardi Gras is a political event but has become a social event. There needs to be a focus on minute details allowing for there to be reduced tension at the end. Planning in a more professional manner in the future.
    Sayuri I - Aim to provide message in an entertaining form - keeping in mind audience and purpose. The important element is fun and so it's easier for people to swallow our political messages.
    Motahar H - Sees that we are walking into a minefield blind, and that the political messages are what we have to defend ourselves. It would cheaper for us to adhere to their stereotypes.
    Matthew C - Keeping in mind that the Mardi Gras is a social event and that probably 50% of those who come to see the parade are homophobic. Thus we should still keep a strong political empowering line rather than see ourselves to clichéd 'gay and lesbian' stereotypes.

    That next year's float will prioritise a social as well as a political atmosphere to not only encourage new members but also to raise queer issues to the general populace.

    Shelly D - It has been four years since troops out of Iraq protests began, and proposes that CAAH have a Queer bloc for the "Iraq Troops Out Now" rally; held on Sat 17 March at Sydney Town Hall - 12noon. Also releases a Media Statement.

    1. Meet the Candidates

    Tony H - Needs someone not politically aligned to take this up. Find a venue, start promoting it, and invite candidates from different parties. He doesn't want to be seen as the leader of the thing.
    Rachel E - Good idea, suggested 2 months ago. More conservative parties don't want to organise Meet the Candidates events. The Newtown Neighbourhood Centre had a great Meet the Candidates. Didn't get this impression from Tony before. If Tony doesn't have time then someone else can get involved. Personally can only do stuff behind the scenes.
    Tony H - Remembered the date suggested was Monday the 12th of March.
    Rachel E - Doesn't give us a lot of time but we can do it. What do people think?
    Shelly D - UWS is holding a Meet the Candidates this Saturday. It's all logistically possible. If we're using the Newtown Neighbourhood Centre as a venue that'd be great. If no-one else wants to step up, happy to take it on. Also happy to help someone else who wants to do it. Need to organise venue, promotional material. Divide up which candidates we each want to organise inviting. Suggests Tony organise getting someone from the Greens and Rachel to organise getting someone from the Socialist Alliance.
    Tony H - It'd be best to contact someone in each party and ask them to organise an appropriate representative speaker rather than calling a particular politician.

    2. Sea of Hearts

    Shelly D - We walked around the park with our banner and no-one stopped us. But when we got to the Sea of Hearts event a security guard stopped us and accused Nick of assaulting her. They threatened to call the cops, take down our stall and charge Nick with assault. They did call the cops. Mardi Gras began as a protest movement - a march with a group of gay men whose idea was to combat homophobia. Any homosexual acts whether consensual or not carried a 21 year sentence. While those laws are now gone, Tasmania being the last state to do so, federal law still has discriminatory laws. We've done a media release and we hear SSO will cover it.
    Sayuri I - Which media did you send to?
    Shelly D - All of them.
    Allan P - Was a victim of those laws in the 80s. Along with partner was charged with buggery and served 4 years of an 8 year sentence. Shouldn't the Fair Day organisers have handled the banners better?
    Rachel E - The banner action started last year. The Sea of Hearts was organised by the Gay and Lesbian Rights Lobby, not New Mardi Gras. Last year we got harassed. The banner last year said "Marriage and civil unions". This year said "Civil unions and marriage rights now" with the CAAH website address. Nick said that it's ironic that the Mardi Gras started as a rally which was shut down by the cops but now they call the cops on activists. We should be outraged at this. We argue that it should not have happened and they should give an official apology. We should ring the lobby and have a formal meeting or discussion. If they don't want to meet then we should publicise that fact. At every stage we should be trying to challenge them to work together with us. New Mardi Gras put on the stage at 3:00 someone from the GLRL. David from Big Brother gave a good speech about coming out and violence in rural Australia and touched on marriage rights but then gave a big plug for the Lobby. The Lobby has done consultation over the past 6 months but has not released that research. We weren't invited to speak on the stage. They didn't give the smaller parties like Greens and Socialist Alliance the 5 minutes speech that they did for ALP.
    Shelly D - We should organise a meeting and then publicise it. Need to get in contact with them. Mardi Gras has become very commercial and apolitical. Even an alternative fair day was set up. People clearly want it to go back to our movement. The fact that the Lobby have the nerve to call police on our movement means we should be outraged. We should make a point of it in the Mardi Gras parade -- a banner, a chant, something like that. Contact as many organisations as possible.
    Bernard B - Thinks it's important as well. There was participation by Mission Australia in the Mardi Gras parade which is abhorrent. They invest heavily in reparative therapies. However some groups are denied access due to competition. They have no right to stop us showing a banner in public space. They trumped up the assault charge to try to make us leave. In an election year this shows the strong links between the ALP and the Lobby. Write a lobby to the SSO regarding what policy the Mardi Gras has towards community groups. On a blog called Queer Australia people had the idea that CAAH was trying to disrupt the GLRL Sea of Hearts event. As if we were trampling on their hearts or something. A second press release that clarifies this would be good.
    Michael C - It's important to write to other newspapers as well. Reiterate that this was a political movement but now it has become more materialised. Will write an article together with Bernard to be submitted to mainstream newspapers as well.
    Bernard B - Going to write a letter to SX and SSO asking about the policy of the Board of New Mardi Gras.
    Allan P - Mardi Gras was originally set up as a political protest march. They need to be pulled back to grass roots by organisations like CAAH.
    Rachel E - Allan has a lot of authority as a 78er and the last man to be jailed for buggery in NSW. The press release for queer press must be done by Monday afternoon to be in time for next week. Wants Bernard and Simon B to call the Lobby to ask for a meeting to discuss the issues. There should be a quote from Allan P in the press release.
    Shelly D - Has experience with Mission Australia after using their housing service. Mission Australia are very homophobic. They ripped down queer posters. They want everyone to be suppressed and undermined and apolitical. They take you through sessions to analyse your feelings and tell people to stop being involved and empowered.
    Simon B - Will contact the Lobby with Bernard in regards to organising a meeting.
    Bernard B - The Mission Australia stall at Fair Day didn't mention anything about gay or lesbian issues.

    1. Reportbacks

    Simon B - Sent out press release about Fair Day speakout. Received call from Kerry Nettle's office to confirm she will be present between 1 and 2pm. Received call from Sydney Star Observer writing an article on our Fair Day speakout.
    Simon M - John Laws complaint is stuck in a stage where it went from ADB to Administrative Affairs Tribunal. There is a case that we are waiting on before our case can be pursued. We have to wait until John Laws stops appealing against Gary Burns.

    2. Fair Day / Mardi Gras

    Shelly D - UWS and CAAH are doing a joint Mardi Gras. Matt and Allan were taking care of food for the food stall at fair day. We had a problem with the t-shirts. The original supplier doubled his costs. Simon M mentioned a place with cheaper t-shirts. We eventually decided to go with black t-shirts. They have UWSSA and CAAH logos on back and the slogan on the front. Simon M is handling t-shirts now. Allan and Matt will be in charge of the food stall but we will be helping them. We should delegate some people to help them. We bump in at 7.45am and we have to be there exactly then. New Mardi Gras has said we can't have any soft drinks with corporate logos. It would compete with their bar. There is a new board at UWS. Hayley Henderson is co-chair. There has been difficulty getting funds out of UWSSA. With Simon Margan's help an invoice was generated for the whole amount requested from UWSSA which was paid. In future with UWS helping on an event we'll have to do something similar.
    Simon M - Does that mean we actually got the money or not?
    Shelly D - The money is in the account, $1675. $500 of that has to be allocated towards up to 50 queers from UWS to come in the float for free.
    Simon M - Have to pass money for T-Shirts and truck hire. We also have to discuss lighting hire. Would also like to get money to buy paints and wood from Quartly's. We got the chicken wire and hills hoist from Quartly's. We have blocks and painted them at working bees. Next working bee we can start on the papier mache heart.
    Allan P & Matt H - arrived and showed two vinyl CAAH banners.
    Matt H - Plotter can only do 25cm high letters.
    Simon B - Truck tray is 7.3m long. Passed around picture of the truck.
    Shelly D - Will send dimensions of UWSSA banners to Simon M tomorrow.
    Tony H - Asked who "National Secretary Gabrielle Walsh" was on Sayuri's proposed flyer back.
    Sayuri I - Clarified that it is the secretary of the national Department of Education Science and Training (DEST).
    Simon M - Got cheap quotes for lighting. $150 will buy us heaps. It includes a smoke machine. Sayuri mentioned dry ice. A smoke machine is just as effective and easier, costing just $40. The lighting includes 6 CAMs for total of $70, 2 Mini Moons for total of $30, and a laser machine for $60 which looks good with the smoke machine. The total for smoke machine and lighting would be $190.
    Matt H - Jacqueline Xtreme mentioned she'd like to sing from the back of the truck.
    Simon M - Suggests we get a wireless microphone that could be passed from person to person marching in the float so it's amplified by the sound system on the truck.
    Matt H - Has a cordless mic at home that works ok with new batteries. No need to have megaphones if we have roaming mics.
    Shelly D - UWS has these roaming mics. Darlene is going on Socialist Alliance float and as far as she knew Jacqueline was also on that float. Motahar is coming on our float.
    Simon M - Suggests that we still bring megaphones in case the roaming mics don't work.
    Shelly D - Agrees we should have both roaming mics and megaphones. Will check the specs of the transfer box that plugs into the sound system and get back to Allan and Matt on Monday.
    Matt H - The food stall will include a coffee machine, hot dog warmer, corn, and fairy floss. We're not going to bother with soft drinks. Need minimum 3 people to help.
    Simon B - Sent out a press release announcing a CAAH speak out at 1:00pm on Sunday outside our Fair Day stall. Received call from SSO who are writing an article and from Kerry Nettle's office saying she will be coming along between 1pm and 2pm to speak.
    Shelly D - A reporter from The Onion, UWS's student newpaper, will cover the mardi gras float.

If an attendee objects to this practise within the meeting due to controversial content, then minutes will be sent privately for feedback and then approved at the following meeting. The reasons for this include that it has been hard to keep track of which minutes are approved and which are still in confidential draft, that we have been lax in actually approving minutes at subsequent meetings, and that it has taken too long in some cases for minutes to be sent around to members present.

    4. Meeting Logistics

    Simon B - A while ago Simon M gave me $35 to spend testing the PayPal donations and membership system on the website. Yesterday I put through a donation of $20 and a membership worth $15. On the whole it worked well but there were two issues I had. Firstly, because I am a member of PayPal it recognised my credit card number and wouldn't let me go ahead with the purchase directly, instead I had to enter my account email address and password to log in. This could be a problem for people who have forgotten their details. Secondly, the membership is done as a subscription, which automatically renews 12 months from the initial date and again each year after that. This is incompatible with the way our membership works; people will be asked to renew at the beginning of each membership year, and if they do, then they will be double-charged when the PayPal subscription date rolls around. Or if they don't renew manually, then they will not have paid membership for the first part of each year until their PayPal subscription goes through.

    Simon B Simon M & Randa W - Discuss issues of this new law and its effect on pre-existing outside laws.

    Shelly D - That CAAH should go and hand fliers for Mardi gras.
    Randa W - What are the best interests of the Child? The laws should remember this and CAAH should have this as a pre-text against this current law proposal.

    4. Constitutional Challenge

    Simon M - Started doing constitutional law at law school and believes he may have a bottom line argument. Suggests that CAAH set aside money to marry two people and then let it get rejected so that we can formulate a legal case.
    Simon B - Thinks nice idea – but we need specific things to pay for, and the two people whom are willing to contribute to this experiment there is no point in contributing a budget for it. CAAH may not achieve all that much by throwing money at it. When we do have two people who want to get married then maybe we should try.
    Shelly D - Agrees that Simon M is proposing a phenomenal challenge for CAAH and that CAAH mightn’t be ready for such drastic activism.
    Randa W - Suggests we should map out a plan or a course of action; that sometimes it is not a sensational thing and not a good solution at this moment in the Australian political context.
    Motahar H - Once constitutional aspects are challenged this issue and law case will attract much of the media’s attention and probably CAAH could help start it and may get sponsors from the GLBT community.
    Simon M - Strongly supports his experiment and regards the costs as the $100 fee for marriage and the fee for the constitutional challenge. Is very passionate about this topic and hopes that CAAH will spend some money. Coming from an intellectual scholastic background suggesting that the high court has not commented on this issue much so far and so it should be addressed.
    Shelly D - Thinks its worth pursuing but at this particular stage not worth pursuing legally and financially from CAAH at this moment in time.
    Simon B - Yes you do need a couple whom have tried to get married and then rejected but also requires much of the legal case/argument before it; that the marriage-rejection is only a formality of the case before it can be lodged but more importantly the fore thoughts and the legal arguments. We can have stunts and marrying people, but going to the marriage office is a bit of a waste of money.
    Sayuri I - thinks it’s a bit too soon for Simon M to get married to Alex D.
    Randa W - First look at the constitutional angle – that it has been challenged to the definition of marriage. Build a case strategy first so that it can actually go a long way.
    Shelly D - Agrees what we are asking is a big thing and that CAAH doesn’t have enough finances at the moment to support this.
    Motahar H - Work on this issue outside of CAAH.
    Simon M - The whole principle of law is that you shouldn’t be scared to take it up. We should be awake. CAAH set aside money for a couple getting married in the future.
    Simon B - Thinks there was a case pending –involving a couple whom got married overseas and wanted to get recognised in Australia, and this forced Australia to process the same-sex-marriage-ban. Wants to propose that CAAH does go ahead and agree on a Constitution Challenge but whether we put money towards it can be considered later on.
    Randa W - Doesn’t think should the actual marriage be a formality and that two parties are driven towards it. If the courts takes the perception that couple were merely getting married for a stunt then the case can be thwarted.
    Sayuri I - Agrees and that if Simon M and Alex D marries it will not be genuine and that for public sympathy Allan and Matt would be a better choice.
    Simon M - Raised an objection to Sayuri’s comments that a marriage between himself and Alex D would be ‘not genuine’ and her comments that he had only known Alex D for a short while.
    Shelly D - We should have a definite strategy and two people whom are fully dedicated to each other. We can also do stunts for more frivolous media events. That CAAH should definitely plan for a constitutional challenge.

    5. Mardi Gras – Fair Day

    Simon M - We should discuss most of the Mardi Gras issues amidst a “Working Bee”. He suggested it be held at 11am on Sunday at his house in Epping.
    Simon M - Made a description of the float for Mardi Gras grant. We got the grant of $1000 conditional on spending at least $2100 of our own money first. Receipts must be kept. The design for a rotating heart made of papier-mâché onto chicken wire on a hills hoist. We have bought blocks and mannequins so we should use them so far.

    1. Biplob’s RRT Hearing

    Motahar - Looked at technical/legal issues for protection visa but unfortunately due to high court decision if applicant post-traumatic stress disorder (PTSD) or depression as in Biplob’s case, this contributes in the application process. No one in court puts this forward. Need some research papers etc for a submission which limit RRT members if we can limit this.
    Simon B - Explained about Biplob’s hearing. SX’s Peter Hackney, QueerNoise’s Stephen Pickells, CAAH’s Alan B, Simon M, Rachel E and Simon B, and Natalie Gould and her mother all turned up. The hearing started late at 9:50am. First the tribunal member gave preliminary information such as the definition of a refugee. Biplob, his legal representative and the interpreter stayed in for questioning while the witnesses Natalie, Rachel and Simon B were asked to wait outside after being sworn in. Biplob mostly didn’t use the interpreter. Biplob just listened and replied on his own account. Simon B was questioned about CAAH and gave brief info about CAAH, and when and how he met Biplob. The tribunal member made a point of asking each of the witnesses whether they met Biplob in Bangladesh and whether they had been to Bangladesh. Simon B later heard that this may be because the RRT are planning to argue that Biplob was trying to improve his case for asylum, because they met in Australia and not in Bangladesh, and so not give him asylum. Simon B stated in the hearing that he believes Biplob is a gay man through his various interactions with him. He also clarified when the verdict may be given – any time in the next month.
    Rachel E - The tribunal member who heard Biplob’s case today is known for being homophobic. He rejected the 2004 gay Bangladeshi couple who later won in the High Court. In that case the RRT argued that one can remain discreet and keep homosexuality hidden in Bangladesh. Since that was struck down in the High Court, they no longer use this argument. Dale Mills, a lawyer, says the tribunal members are on 3-year contract which doesn’t get renewed if they make too many positive findings. He also says it’s like an arm of the state prison system with not even a hint of autonomy. The Department has had problems after they did horrible things to Vivian Solon and Cornelia Rau. Since then there has been a turnaround with 171 humanitarian visas being given out. Tamworth council came out & overturned their previous racist anti-refugee decision. She concurs with Simon B that Biplob’s chances are not good at this RRT hearing. This is the third time he has gone to the RRT. However Rachel is very confident that CAAH will see his case through to eventual victory.
    Shelly D - Has resources – 4th year law student acquaintance –deals with refugee case; keen to jump on board, coming next week. Good she’s on board because she’s almost a lawyer, and focuses on refugee issues – bridging visas, protection visas, the various avenues and paths of least resistance; “really knows her shit” – very good resource to get on board. A) get her to work with lawyers B) As an independent advisor.
    Matt H - Should research past cases in order to overrule the ruling.
    Shelly D - 80% of PTSD sufferers internalize their condition, emotions. Very negative –self-blame of focusing on themselves. Past medical research: 95% focus on everything else such as getting involved in political campaigns, those whom recovery stage did come through via political activism. Symptoms – Depressive episodes, psychotic episodes, suicidal tendencies, etc., A lot of counselling and medical attention, but a form of help that was most successful was through political activism; not to lock them up as it becomes more dangerous for mental health as it heightens their condition. Fear and paranoia comes from the need to please people; internalised guilt feeling.
    Motahar H - Fearful, trying to survive, students who didn’t apply for protection visa within 40 days. Maybe need promotion to make awareness.
    Shelly D - Refugees go through survival mode, as they’ve come from exploitative and deprived countries/backgrounds – and then are locked up without legal, medical, social, psychological support. Not entitled to Medical Assistance; that hinders the case of “helping refugees” as essentially this will affect and cause a Mental Refugee.
    Rachel E - Biplob is being treated by a psychiatrist. In terms of the campaign Biplob needs a bit of time at the very least. SX needs your help. O week stuff, Mardi Gras and formulate a bit more stuff how.

    2. Fair Day

    Simon B - Reports that Shelly put in application for an extra stall for fair day.
    Simon M - Required clarification on the profit splitting from the food stall.
    Allan P - Clarified the costs of 30% off the top, split between CAAH & UWS.
    Rachel E - Handed around a roster for people helping on the stalls. Fair day usually has very little politics mentioned. Last year CAAH had a massive banner. GLRL opposed this, but we had great day. It’d be good for us to do a sea of hearts etc. or carrying the big polystyrene heart all over the place etc.
    Simon B - Put everything into context of what needs to be done etc. Need banners posters, etc. Need petitions, megaphones, decorating the stalls, what we want on the stall, around the stall, etc.
    Shelly D - Went through with various logistics which need to be done.
    Sayuri I - Clarified what she has done. The two alternate CAAH logos, Farida’s drawing etc.
    Tony H - Said it was good we got information & food stalls together and it will be good to get us politically active. Suggested we make sure there are electoral enrolment forms.
    Simon M - CAAH stall banners need to be professionally done and money needs to be set aside for this. He proposed a motion to set money aside to purchase the t-shirts.
    Allan P - Clarified that food available will include hotdogs, fairy floss, corn. Asked which A in CAAH should be red.
    Simon B - Conducted a straw poll which decided that the first A should be the one highlighted.
    Sayuri I - Would prefer tees to be light grey.
    Rachel E - Need banners, leaflets etc. OK with the logistics. Need to do a particular stunt. Need press release. Need to work out what political needs to be done.
    Simon M - CAAH should spend money on banners etc, maybe $400.
    There was a general discussion of various logistics.
    Simon B - clarified what banners we have got; specify what we are getting for $500.
    Simon M - $500 for banners which say: “Equal Love = Equal Marriage = Equal World”.
    Thus need to discern about:
    Banners –costs, dimensions, quantity, - Simon, Matt H, Sayuri, Allan P will meet at Coffee Shop on Sunday to clarify.
    Entertainment – Political talks, recorded music?
    What has been done: Got the two stalls and food.
    Shelly D - T-shirts and logos must be done this week for it to be put out by the next two weeks. Will call them up.
    Simon B - final t-shirt design must feature the “Equal Love, Equal Marriage, Equal World” slogan.
    Sayuri I - Will redraw the logo to contain the two websites of CAAH and UWS – must go on the back as they support CAAH.
    Shelly D - clarified that UWSSA logo must go on the back but CAAH can have website instead of logo if wanted. The political slogans should be at the front.
    Rachel E - Same sex banner required for Fair Day; spent $200 from UWS on banners –
    Rachel E - willing to do PRESS Meeting for the Speakers. Open Air meet the candidates; ask them “how will you fight for same sex marriage?” Do it at 1 o’clock as its lunch rush and next to the car park?
    Simon M - will be repaid the remaining $130 of Mardi Gras costs by UWS.

    CAAH members will meet on Saturday for further Mardi Gras preparation. In seeing that we only have 18 days for Fair Day and then another week for the actual Mardi Gras parade. At least meet two days a week to coordinate the UWS with CAAH. Truck decoration happens on actual day and doesn’t take too long. Suggestion of Parramatta Campus Queer Space to store. Simon M offers his house to work 24/7. Shelly can in advance use the Spaces; thus This Saturday. Simon M House- for convenience for props MARDI GRAS Parade. Maybe Start now 2 days a week; strongly Simon M for his house as you don’t need to pack up later and its also safe. Either Parramatta and Penrith Campuses. Dragging the truck from Simon M’s or either campus of UWS will take roughly same effort. But there will be food at Simon’s place. Shelly was directed to discuss it with UWS crew and make sure they don’t mind working out of Simon M’s house. For this Saturday at least we will work out of Simon M’s house.
    THIS SATURDAY – CAAH and UWS queer collective members invited to Simon M’s house for inaugural 2007 Mardi Gras working bee. Simon M will post directions and perhaps a map on the list.
    Motahar H - If we mix gay marriage and refugees, why not add global warming? We are normal people. Also on this one day in a year there is a focus on queer issues.
    Simon M - agrees that we can put these issues in.
    Simon B & Shelly D - Agree on focusing on the initial theme.
    Simon B - Individuals can interpret “Equal World” to mean environmental issues, if they wish, but it’s too late to change the whole theme now.
    As the majority motion permits us to mainly focus on our concrete themes, but we should be allowed to place other issues, i.e. environmental.

    4. CAAH Sydney Office Bearer Elections / EGM

    Simon B - The EGM at which we planned to do office bearer elections and constitutional changes was scheduled for 14th February 2007. However there was dissent from Blue Mountains as they want to do their own Valentines Day dinners.
    Rachel E - Elections could be held on 21st Feb 2007 instead. It’s really important to have them physically here. Phone hook up or proxies are not good enough.
    Simon B - Called Bryn H in the mountains and got their go-ahead for 21st Feb but he wants constitutional changes after 7:30pm as it takes time to travel down after work.

    That CAAH moves the planned Extraordinary General Meeting to 6:30 PM on Wednesday 21 February 2007. That the office bearer elections for CAAH Sydney will occur first, followed by the proposed constitutional changes no earlier than 7:30 PM.

    Simon B - There is a petition to invite President Hugo Chavez of Venezuela to come to Australia in 2007.
    Shelly D - Hugo Chavez is the socialist president of Venezuela and is bringing in changes such as same-sex marriage. We should join the campaign to invite him to come in 2007.

    1. Stalls

    Bryn H - reports Penrith council doesn't allow 'stalls' as such. However general consensus was that they probably wouldn't get upset with our table if it's in a place that doesn't block pedestrians. We may as well go ahead and just move or pack up if asked to.
    Bryn H - didn't manage to contact Blue Mountains council with enough notice to organise this Saturday's stall in Springwood, and so it is not going ahead, but Saturday Feb 3 is going ahead in Penrith.Bryn and Karl will do that stall.

    2. Art Committee

    Bryn H - The organisers of Bent Art said we can be involved in their committee to organise Bent Art. We would lose some of the ability to make decisions. We need to decide whether to work with them in their committee or to make our own exhibition. They have resources such as hotels that funded it last year. Karl suggests we work with them this year to get an idea of how to organise such a thing. That way we would get ideas and contacts.
    Bryn H - says that Bent Art is the only event that Pink Mountains does apart from their website directory. It's not organised in a democratic structure like CAAH is, and there are no minutes of meetings available. Do we want to put our energy into creating a separate one where we have control, or do we want to be part of theirs with a loss of control but potentially more resources?
    Michael D - agrees with Bryn -- Bent Art is successful and has no difficulty filling a whole hall with art, but wonders how we would get space in such an arrangement.
    Ray H - feels that if we become part of Bent Art, we'd basically be working for them. All the authority and control of CAAH would go out the window. He supports doing our own.
    Bryn H - says we should do it before or after Queen's Birthday so we don't clash with theirs. Ray says we'd do ours as an alternative to theirs. Perhaps not just a hall packed full with pictures. Karl says we can be more grass roots.
    Bryn H - says it wouldn't be a collaboration between two organisations. We can pull one off ourselves without too much resources.
    Michael D - suggests we handle this diplomatically.
    Karl H - says that our exhibition would not just be 'gallery space' but look at models of art that are queer. Queen's Birthday is June 30. The two-week school holiday just after that is when the MCC conference is, and Karl will probably be overseas.
    Michael D - says we'd need a good three weeks after Bent Art.
    Karl H - suggests the mid-semester break in September. Ray says that at the rate we're going there is not enough time to do it before June 30. September would give him a lot of time to contact people. Michael feels a motion declining their offer is unnecessary. As an action item, Bryn agrees to notify Ann of our decision. Bryn asks if we need someone to convene the Art Committee.
    Karl H - agrees and suggests organising other meetings outside our fortnightly CAAH BM meetings. Michael asks Ray how he would feel about that responsibility. Ray would feel cold and unfriendly about it. He is at the heart of organising youth project stuff and that keeps his hands full.
    Karl H - agrees to do it. He will organise a meeting to organise time, venue, name, theme.

    MOTION 1
    That Karl H is appointed to convene meetings of the Art Committee and report back to the CAAH BM collective.

    Ray H - explains that a curator determines a theme, sets out the show, establishes the ambience of an exhibition, selects the work. He suggests we could get artists and their work together.
    Ray H - could write a blurb about the theme, the artists and the works. Karl says that in September, Out West will be running and we can hold it there.

    3. Directory Committee

    Bryn H - suggests setting terms of reference so it can function on its own like the Art Committee. If the committee focuses from Parramatta as far west as it chooses to go. We should cooperate with any organisation in the intake area that would have information. Not necessarily just Pink Mountains. There are lots of organisations that may have lists. The timeframe could be a few months.
    Bruce, Richard, Bryn H & Simon B - were in the committee.
    Karl H - explains Bruce doesn't come to meetings up here because he starts work at 3am.
    Michael D - suggests that the committee should meet and decide on a terms of reference.
    Bryn H - asked Simon whether or not we had got the cheque book for our new account. Simon said we had not, upon which Bryn exclaimed "Fucking Hell". He subsequently objected to the inclusion of his words in these minutes.

    4. Nigerian Letter

    Michael D - explains that the Nigerian government's new anti-homosexuality laws are the most terrible in the world.
    Bryn H - explains that people face five-year jail terms for any social contact with a homosexual.
    Bryn H - suggests we write a letter to the Nigerian legislature.
    Michael D - suggests sending a letter to the embassy. Ray says we'd have to be somewhat diplomatic.
    Bryn H - says that Archbishop Peter Jensen in Sydney was asked to comment by the Pink Broad. He refused to comment. Anglican churches in Nigeria support the bill. A number of Episcopalian churches have aligned themselves with this bill.
    Bryn H - says we should call on Jensen to make a definitive statement on the Nigerian laws and on the support that the Nigerian Anglican church gives to the laws.
    Bryn H - says it is Jensen's duty as a Christian to stand up against oppressive laws.
    Bryn H - suggests we do a media statement or open letter to Jensen.
    Karl H - would be happy to write an open public letter.
    Bryn H - says the important thing is to put pressure on him to take a stand.
    Karl H - explains that Jensen wouldn't want to comment because he would get Sydney Anglicans off side.
    Bryn H - shows Karl an article printed from the CAAH website about the Nigerian bill. He reads out the draconian restrictions. Ray says it falls into the whole AIDS / fear thing in Nigeria and it's ruthless. Bryn says the information about Jensen is on the Pink Broad website.
    Karl H - suggests seeking out opinions from other Sydney bishops as well.
    Karl H - will try to get on to it tomorrow. He reports MCC is trying to set up a church in Nigeria now. Michael comments that could be very risky under the new laws. Bryn will write the letter to the embassy and the government of Nigeria.

    5. National Equal Love Hookup

    Bryn H - reports that the Equal Love Network is a new over-arching network of queer organisations that are working for equal relationship recognition. A national phone hookup was held on Wednesday. There were people from WA, Victoria, Tasmania, Canberra and Sydney.

    6. Candidates Info Cards

    Bryn H - reports the candidate issues paper is done. It's on the website and open for amendment. The next step is to write on the cards. He suggests we do the same for the Penrith electorate.
    Michael D - says that the questions we should ask should flow off our issues paper. Issues include anti-discrimination, queer students, safety, and deals with Exclusive Brethren.
    Bryn H - suggests that someone draft these up and bring them to the next meeting. Michael agrees to do it.

    7. Campaign Areas

    Karl suggests that the 'Political Action and Social Justice' areas we decided on are too vague. Campaign areas should be specific items. He suggests changing them to Spirituality, The Scene, Racism and Law Reform. Bryn thinks that these areas don't emphasise our grass roots basis enough. We don't do the work of the Gay and Lesbian Rights Lobby.
    Michael D - is worried about the racism issue. He says CAAH BM as an organisation hasn't done much, compared with CAAH Sydney.
    Bryn H - says anti-racism is more of a general value than a specific campaign area. Simon agrees to get in contact with the local blue mountains refugee support group, work out what they do and whether they have good values and need help. Bryn suggests sleeping in the rough to raise money for refugees.
    Karl H - suggests we change Law Reform to Relationship Equality. Bryn wants something that covers things that don't fall into relationship equality. Perhaps Human Rights.
    Karl H - suggests that Anti-Racism can be contained within Human Rights. Ray suggests looking at how other organisations categorise things. Greenpeace has six areas: Oceans, Forests, Climate, Peace, Toxic Waste and Nuclear. That's the level of specificity that Karl wants.

    That we adopt Human Rights, Spirituality, The Scene, and Relationship Equality as campaign areas instead of the ones we adopted last meeting.

    1. Car

    Allan & Matt have a canary yellow manual hatchback that they are planning to repair to blue slip stage and then donate to CAAH.

    2. Queer Refugee Action Reportback

    Simon B - Gave a report back on what we did on Tuesday. After some discussion beforehand we decided to go to Villawood not to protest but to test whether they would prevent us taking in queer materials. Although we had bought Blue and Slit, it was decided on the train that these magazines may be too explicit and so in the end we only took in SX and SSO. These were allowed in with no problems. Some photos were taken of us going through security and after an argument we were forced to delete those from the camera. Stephen Pickells from QueerNoise came and took some audio recordings.
    Rachel E - Reported that AAP rang but they didn't come. The Greens got the place wrong and thought we were going to be protesting at the RRT. There was a debate with Motahar over whether to do the action but in the end we decided to go ahead and try to take the queer press SX and SSO in. We discussed how to help Biplob with his RRT hearing on 31 January.
    Biplob H - Described his sitution. He came to australia on student visa. When he applied for protection visa they asked him why he didn't apply within 45 days. He was trying to complete his degree and get skilled migration where there is a 100% success rate, so long as you graduate here. If you apply for a protection visa there is only 1% success rate. Why take that risk when you have a better chance of being successful under skilled migration? When they cancelled his student visa due to lack of attendance, the requirement was to attend 80% or more, but his attendance was 79%, only 1% lower. Previously there have been two hearings in the RRT. Both times they refused him and both times he appealed to the Federal Court who agreed there were procedural problems and referred him back to the RRT. But if someone does apply within 45 days of arriving they would say they are not genuine because they will say they just want full time work rights. At the time Biplob arrived, he did not know that it was possible to get protection in Australia based on persecution of sexuality.
    Allan P - Suggested we all go out on Friday night to queer clubs and take photos with Biplob. Meeting at 8:30pm outside the Taxi Club.
    Rachel E - In 2004 there was a Bangladeshi gay couple who won in the High Court against the RRT. That's why the RRT is trying to use administrative arguments.
    Biplob H - Only two people can come in and speak. People outside will not be seen by the magistrate. The migration agent said the best way for people to support is to write letters. There is no limit on the number of letters.

    3. Mardi Gras

    Matt H - The PA is all organised. Just need music. Let us know if we need a microphone for someone singing. Flashing lights were ordered as part of the PA system. The speakers are huge, and have an output of 1500 watts. We can hire a 'silent' generator.
    Simon B - Gave a report on what we bought at reverse garbage last Friday. Simon M spent $280 but was reimbursed just $150 as passed in the motion. We also bought Blue and Slit and reimbursed Simon M for the cost. ACE Props have big hearts for hire, a four-day hire, if we want to use them. Prices range between $50 and $100.
    Biplob H - When friend tried to pick up the big blocks we bought they were behind other stuff and so couldn't be picked up on Saturday. Reverse Garbage said we could leave them there for a while.
    Rachel E, Simon, Sayuri & Biplob - moved to Resistance Centre to join national equal love network phone hookup.

    1. Mardi Gras

    Rachel E - Have to pay an extra $75 from each of CAAH and UWS for food stall. Shelly got quote for t-shirts, $539 for 100 shirts. Given that UWS has $2000 in budget for Mardi Gras, much more than us, perhaps they should pay for the shirts entirely. We were going to get a big heart from reverse garbage but that fell through.
    Matt H - Was contacted by Sayuri about producing banners for Mardi Gras. She is just starting on designs. Matt and Allan can do it once they get the design. T-shirts should come in sizes that everyone can wear, suggest large and extra large.
    Rachel E - T-shirts quoted are small and large, fair wear (non-exploited labour) and printed for $539 for 100. Reports Sayuri's ideas for float design. Requested meeting with New Mardi Gras's creative design person. Also has another contact for creative design.
    Sayuri I - Showed her banner design:

    Rachel E - Going to Reverse Garbage this Friday. Going to New Mardi Gras office at 10am and then on to Reverse Garbage.
    Rachel E - Not sure if the t-shirt printing quote is for one side or both. If one side we could put Farida's pic on the front.
    Simon B - Normally get a 2 ton truck as it can be driven by normal license.
    Sayuri I - Would like a smaller truck, to reduce the number of people on the truck.
    Matt H - Had a 4 ton GVM truck with 2.9 tonne carrying capacity. It can be driven on a car license.
    Rachel E - Drove a 3 ton truck with a normal license and knocked off mirrors. Backs Sayuri's idea to put sound and lighting on the truck but no people. For safety reasons, with people getting drunk, it's not a good idea to put people on the truck. Wants to keep this year simpler than last year.
    Simon M - Thinks we should get quotes and look at the prices. People like to go on the truck. We managed 6 people on a 2 ton truck before. Wants to research truck costs.
    Sayuri I - Unless we have singers who need to be on the truck, doesn't want any people on the truck.
    Rachel E - We're going to brainstorm with creative people on Friday and once we've done that and got quotes we can take it to the vote.
    Simon M - Wants Jacqueline Extreme to sing.
    Rachel E - Is trying to get Jacqueline for the Socialist Alliance float.

    3. Refugees

    Biplob H - Is feeling depressed. Visits Villawood at least once a week. Only 13 days until his final hearing in the Refugee Review Tribunal. They rejected him twice. This is the third time. As far as known, all the queer refugees that were in the detention centre are now out. Motahar and Biplob were the last.
    Rachel E - Please talk about the interview with Peter Hackney and the incident where SX and SSO were banned from Villawood.
    Simon M - Showed the meeting the letter that from Simon B to DIMA Manager of Villawood and DIMA Secretary.
    Sayuri I - Because in a hurry, during visit on Saturday didn't try to take any queer media in.
    Simon B - In the article in SX, a DIMA spokesperson clarified that there is no policy preventing the queer media in, and it is allowed in. But we haven't tested this yet. We should go back soon and try.
    Rachel E - Suggests media release advertising our visit with queer media among lots of other media, and also advertising Biplob's case. Suggests CAAH goes to Villawood on Monday 22nd, with a press release going out on the Friday before. Ask queer media to come and expose the homophobia in detention.
    Biplob H - Refugee Review Tribunal address is 83 Clarence St, Sydney. Has an appointment at 2:30 on Monday 22nd, and Villawood doesn't open to visitors until 12:30.
    Rachel E - Perhaps Tuesday instead, the 23rd.
    Simon B - Peter Hackney from SX expressed interest in coming to Villawood.
    Biplob H - Needs letters from friends. Saying how long we have known him, about his queerness, his persecution.
    Simon M - Suggests not using a form letter but giving pointers as to what topics need to be covered.

    MOTION 3
    That CAAH members meet at Leightonfield station at 12:00 midday on Tuesday 23rd January. That CAAH spends no more than $25 on explicit queer-themed magazines. To enter Villawood when it opens at 12:30pm. That CAAH produce a media statement containing:
    1. Challenge the ban on queer media in detention
    2. Expose homophobia and racism of DIMA and federal government
    3. Demand full citizenship rights for refugees - not temporary protection visas
    4. Free all detainees and compensate them for detention.
    5. Support Biplob's case

    Rachel E - Channel 10 showed a program on the ex-gay movement on december. Andrew Potts called for them to give an apology to the queer community and give equal air time to us.

    Tony H - The Greens have suggested a state-wide forum with representatives from each party. To show how slow Labor has been and how bad Liberal still is at queer issues. Wants a non-partisan organisation like CAAH to organise it.
    Simon M - Should definitely organise something. Perhaps a speak-out on Taylor Square.
    Rachel E - Federal elections on 24 March. Rachel is standing as a Socialist Alliance upper house candidate. Wants to speak. Loves the idea of an open-air event. We have a very busy couple of months. Discussion was had on the date.

    1. Refugees

    Motahar / Canberra

    Shelly D - Wnet through a debrief of the Canberra Trip and Motahar.
  • Motahar is a gay refugee from Bangladesh. His application for residency in Australia have been refused twice.
  • No work rights and now no student rights.
  • Some student legal advice was obtained.
  • A case manager was needed. The main purpose of the trip was to obtain a case manager. We had sucess in obtaining one. The case manager is not part of DIMA but deals with the paper work, legal representation and support. They normally have a background in welfare.
  • His case could be a test case for bridging visas.
  • Motahar had reported that there was more good news but the exact nature of the good news is not known to the meeting.
  • Aristotle Papai is a constitutional lawyer who is going to help out with the case.
  • 2001-2005 Visas were revoked and partially reinstated, however, a satisfartory resolution has not been obtained.
  • Students are now no longer being placed into detention.
  • Criminals are now being house in the detention center. This has been correlated to the rising levels of violence against refugees in the center.

    Queeer Ban/SSO Article

    Shelly D - In the last trip to Villawood a housing estate visit resulted in a photo opportunity.
    Simon M - A complaint letter has been written about the restrictions being placed on queer publications and the restrictions on access to queer internet material.
    Norrie MW - Norrie is visiting Villawood this Saturday and encourage CAAH members to accompany her.
    Shelly D - Investigation of the officers has been promised by head office.
    Phillip B - COG is a coming out group. At a meeting they had two Iraqs that were having similar problems with the claims for asylum.
    Shelly D - Motahar has a interview with SX News of Friday.

    2. Mardi Gras Float

    Rachel E - Reported that there was a massive heart available at reverse garbage.

    That CAAH approve up to $150 of funds to use at reverse garbage for Mardi Gras

    Simon M - A collective trip to reverse garbage should be organised so that the heart and other materials can be purchased.

    That CAAH adopt Equal Marriage, Equal Love, Equal World as their Mardi Gras 2007 theme

    3. Reimbursement

    Simon M - The consitutional changes endorsed by CAAH at the AGM have been submitted to the Office of Fair Trading. The submission fee was $37 per application form. $37 has already been paid for the first changes, however, $37 will be due when the SGM changes need to be approved.

    That CAAH authorise $74 to Simon M to pay to the Department of Fair Trading

    Simon M - Applications to the taxation of for DGR (Deductable Gift Recipient) and TCC statuses for CAAH are being formulated.
    Simon M - Grant application for the same sex marriage national day of action and also the refugee advocacy program. Simon M encourages members to submit ideas for other projects that CAAH is working on at the moment.

    5. Rebellion

    1. Fair Day and Mardi Gras

    Shelly suggested applying for only one stall shared between CAAH and UWS queer collective. In addition that it be a combined food / information stall with Matt and Allan providing food as a fundraiser for UWS and CAAH.
    Fair day is February 18.

    MOTION 1
    That CAAH approves applying for two fair day stalls at $200 each and $100 for electricity on one of the stalls, and that this total cost of $500 be split in half between CAAH and UWS queer collective.

    That CAAH approves working with UWS Queer Collective on a combined Mardi Gras float including a combined theme for Fair Day.

    UWS has 12 people committed to working bees for Mardi Gras float.
    Sayuri - will ask Matt to produce a banner for CAAH by Fair Day. Sayuri will work on a design for the banner and send it to Matt.
    Shelly - reports UWS has $2000 budgeted for Mardi Gras and Fair Day with the condition that they attempt to get as much of that back from fundraising as possible.

    That a fee of $10 for students, CAAH members or unwaged people and $20 for waged people be charged to people coming on our float. That the entry fee includes a t-shirt for each participant. That any leftover money be split equally between CAAH and UWS queer collective.

    2. Funding Applications

    Simon M - passed around an application for funding for this year's Same Sex Marriage National Day of Action. He needs a detailed budget and statistics to go in as soon as possible. He is planning to send it to a number of groups including Aurora. He needs other CAAH members to approach the City of Sydney. Sayuri I - suggested Marrickville and Leichhardt councils.

    3. Canberra Trip

    Sayuri - wants CAAH to fund petrol costs and is wondering how many cars are going. Simon M - will pick up Simon B from Central at 8:00am and then pick up Sayuri from home. Shelly will meet Motahar at Resistance Centre between 7:30 and 7:45am. Manky and Farida - should be coming to our CAAH meeting in Canberra tomorrow at 4:00pm.

    That the petrol for UWS vehicle and Simon M's car be reimbursed upon presentation of petrol receipts. That no more than $150 in total be spent.

    4. John Laws Complaint

    Simon M - The complainant list was compiled before CAAH started collecting membership fees. Simon M is not sure whether to ask them to become paid CAAH members. How much to ask them to pay? Should he add new complainants to the list? If he asks them to pay membership fees then we will lose several people. Simon M's - questions: 1. What fee do I charge? 2. Do I try to add new complainants to the complaint list? 3. What is happening to Bernard? Is he still our legal officer? 4. What do I do for people on the complaint who do not want to be CAAH members? We will discuss these questions tomorrow.

    5. Motahar's Case

    Shelly got a call from the general secretary of UWSSA and he's got a constitutional lawyer Aristotle Paipas (0438833896) who has been following Motahar's case. He's a good constitutional lawyer and he wants to take on Motahar's case. There were 8000 student visas revoked between 2001 and 2005. In Motahar's case this lawyer believes that Motahar's particular visa should not have been revoked. Two companies are willing to offer Motahar work. One is a building construction company. Another is through a welfare organisation who is willing to offer him a job in IT/Communications.
